A pack is a shortlist of documents already in the library, assembled around one stage of a plot, plus the overlay for the environment. Nothing in a pack is written specially for the sector — what the sector changes is which documents you need.
Each pack wears the helmet colour most of its documents carry. Helmet colours vary from site to site. This is a common convention, not a legal standard.
