What a pack is and is not

A pack is a shortlist, not a decision.

This is the set of documents a main contractor commonly asks for at this stage of the work in refurbishment in occupied buildings. It is a description of what tends to be requested — not a determination of what your job requires. Your work may need fewer of these, or more, or something not on the list at all.

That judgement belongs to a competent person in your business who knows the site. Nothing here makes anyone compliant, and no template can.
