What it requires
The responsible person reports deaths, specified injuries, over-seven-day injuries, listed occupational diseases and dangerous occurrences to HSE; records kept. On a construction site the reporting arrangements belong in the plan's emergency procedures. How reports are made (HSE guide Make a RIDDOR report, section 3, read 13 September 2026): the responsible person completes the appropriate online form — report of an injury, a dangerous occurrence, a case of disease, a flammable gas incident or a dangerous gas fitting — and can download a copy; all incidents can be reported online, and for fatal accidents or accidents resulting in specified injuries to workers only a report can instead be made by telephone on 0345 300 9923. HSE and local authority enforcement officers are not an emergency service. HSE also states that the notifier, as responsible person, is under a legal obligation to notify and so has a lawful basis for processing the injured person's personal data.
