What it requires

Where building work is supervised by a registered building control approver under an initial notice (England), the Part 2A dutyholder notices go to the approver rather than the local authority. reg 17 — whenever the client appoints a principal contractor (or sole contractor) or a principal designer (or sole or lead designer), the client gives the approver named on the initial notice a notice with the appointee's name, address, telephone number, email (if available) and date of appointment; unless it is the first appointment to the role, the outgoing dutyholder's details and the date their appointment ended; and, where someone gives the notice on the client's behalf, a statement signed by the client agreeing to it and confirming it is correct. For a domestic client the outgoing dutyholder gives the client its details within five days of its appointment ending, the client passes them to the new appointee, and the appointee gives the notice, stating it is given on behalf of a domestic client and explaining any missing information. The notice is given within 14 days beginning with the date of appointment. reg 18 — when the work described in the initial notice is completed, the client gives the approver a notice with the client's, principal contractor's (or sole contractor's) and principal designer's (or sole or lead designer's) contact details; a statement that the work is complete; a statement signed by the client that to the best of its knowledge the work complies with all applicable requirements of the building regulations; and a statement signed by each principal contractor (or sole contractor) and principal designer (or sole or lead designer) giving their contact details, dates of appointment and confirmation that they fulfilled their duties under Part 2A of the Building Regulations 2010. Where the client cannot include a dutyholder's statement it gives the reasons instead. reg 18 sets no time limit. WATCH — from 1 October 2026 SI 2025/1236 reg 59 renumbers reg 18 as 18(1) and adds reg 18(1)(f): where building safety levy information was required with the initial notice or an updated application, a levy liability statement signed by the named client (a notice of no charge given and not cancelled, or the levy paid in full) (new reg 18(2)); it also substitutes Forms 1, 2, 4 and 5 in Schedule 1 (initial notice, amendment notice, final certificate).
