What it requires

HSE's Management Standards cover six key areas of work design that, if not properly managed, are associated with poor health, lower productivity and increased accident and sickness absence rates: Demands (workload, work patterns and the work environment), Control (how much say the person has in the way they do their work), Support (encouragement, sponsorship and resources from the organisation, line management and colleagues), Relationships (promoting positive working to avoid conflict and dealing with unacceptable behaviour), Role (whether people understand their role and are not given conflicting roles) and Change (how organisational change is managed and communicated). HSE states that employers have a legal duty to protect employees from stress at work by doing a risk assessment and acting on it — the Management of Health and Safety at Work Regulations 1999 require assessment of the risk of stress-related ill health and the Health and Safety at Work etc. Act 1974 requires measures to control it — and that following the Management Standards approach correctly is considered suitable and sufficient. HSE does not expect an employer to meet all the standards; they are targets to work towards through ongoing risk assessment and improvement, focusing first on organisational issues. HSE advises reviewing policies (bullying, harassment, sickness absence, equality) in the light of the findings and reviewing the risk assessment regularly and after significant change.
