What it requires
A written description of waste accompanies every transfer; the transferor and transferee keep it for two years. Part 8 (England and Wales) — carriers of controlled waste register under section 1 of the Control of Pollution (Amendment) Act 1989 as applied by these Regulations, and no person may act as a broker of or dealer in controlled waste unless registered with the appropriate body (reg 25); a specified person — including a business carrying only waste it produces itself, except construction or demolition waste — that does not normally and regularly transport controlled waste need not register as a carrier (regs 24(5), 26); the appropriate body keeps the register of carriers, brokers and dealers and registration is applied for on its form with the charging-scheme fee (regs 28–29). A contractor carrying its own construction or demolition waste therefore needs carrier registration.
