What it requires

Applies to central government departments, their executive agencies and non-departmental public bodies for contracts with an estimated value above £5 million a year (including VAT), procured under the Procurement Act 2023 and advertised on or after 24 February 2025; earlier procurements follow PPN 06/21. Suppliers provide a Carbon Reduction Plan as a condition of participation, confirming a commitment to net zero by 2050 in the UK, reporting current Scope 1 and 2 emissions and a defined subset of Scope 3 emissions in CO2e, reviewed and signed off by the board of directors (or equivalent), published and clearly signposted on the supplier's UK website, and updated at least annually. The technical standard for completing a plan is a separate document. It binds the buyer, not the supplier, and applies only where a buyer adopts it; many private clients ask for a plan in the same form.
