What it requires

Interpretation of EAWR 1989. NOTE: the earlier finding that "permit-to-work" does not appear in HSR25 was WRONG — para 198 says safety documentation including 'permits-to-work' may form part of the written isolation procedures and considers their use essential to a safe system of work on high-voltage power distribution systems (typically above 1000 V) or where the system is very complex. The Regulations themselves still do not require a permit. Doc intro notes corrected 8 Aug 2026 to state the true (and stronger) position.
