What it requires
HSE's guidance for leaders, owners, trustees and line managers on managing health and safety. It explains the Plan, Do, Check, Act approach and how it balances the systems and behavioural aspects of management, treating health and safety management as part of good management generally rather than a stand-alone system. Part 1 sets out the core elements — legal duties, risk profiling, health and safety management systems, documentation, attitudes and behaviours. Part 2 asks whether the organisation is doing what it needs to on risk profiling, leading and managing, competence, and worker consultation and involvement. Part 3 covers delivering the arrangements: Plan (determining the policy, planning for implementation) and Do (profiling the organisation's risks, assessing the risks), then Check and Act. Following the guidance is not compulsory, but doing so will normally be enough to comply with the law.
